LA Works Receives "Nod of Approval" from the Workforce Investment Board; Organizational Performance up to Malcolm Baldrige Quality Award Standards Irwindale-- LA Works, the one-stop career and business
service center of choice for northeastern Los Angeles County, has added
luster to its impressive achievements in quality by being officially certified
as a One-Stop Career Center by the governing body of Los Angeles County's
One-Stop Career Centers, the Workforce Investment Board (WIB).
LA Works' chief executive officer, Salvador Velasquez is joined by LA Work's staff, partners and LA County Workforce Investment Board (WIB) members as they receive official notification of the organization's certification as a One-Stop Career Center with the presentation of a commemorative plaque at a recent WIB meeting. Making the presentation is Nadia Powers, chair, WIB Certification Committee. Under a new branding initiative, the WIB requires all county one-stop's to be certified based on criteria resembling Malcolm Baldrige Quality Award standards. The certification is the culmination of over two years of planning and focus geared towards the utmost in organizational performance based on Malcolm Baldrige Quality Award standards that ultimately benefit the job seekers and business clients of LA Works. Based on similar Malcolm Baldrige Award criteria, LA Works was also recently recognized by the California Awards for Performance Excellence (CAPE) with its top honor--the Eureka Award for Performance Excellence. Using Malcolm Baldrige Quality Award criteria, a WIB sub committee assesses each "one stop" based on a composite of key indicators of organizational performance which include: financial, operational and customer satisfaction. Each agency seeking certification must demonstrate processes and products that meet or exceed set quality standards. Success in the process assures the public that a certified site attained a high standard of quality and consistently maintains that standard over time. The certification process takes place every two years. "In order to receive funding from the WIB, all One-Stop Career Centers are put through a rigorous certification process with the ultimate benefactor being our clients," said LA Works chief executive officer, Salvador Velasquez. "This ensures that we are operating with comparable quality standards of other Baldrige Award winners including AT&T, Ritz Carlton Hotel Company and Lucent Technologies, Inc. "The entire LA Works organization--including all our partners--are continually striving to meet the standards of the Baldrige philosophy that ensures everyone in our organization has a voice. I have strived to instill a philosophy that entrusts everyone with responsibility. Quality comes from giving people the tools and training their jobs require and the authority they need to do their job. The result is dignity in knowing that one's views matter. In the end its our clients who reap the awards of this philosophy." Under a recent branding initiative, WorkSource California, the WIB's rationale for the certification is to ensure that all One-Stop Career Centers uniformly provide consistent customer-service standards across the county. This ultimately ensures that one-stop clients receive consistent service at all centers. The Malcolm Baldrige National Quality Award was created by Public Law 100-107, signed into law on August 20, 1987. The award program led to the creation of a new public-private partnership. The award is named for Malcolm Baldrige, who served as Secretary of Commerce from 1981 until his tragic death in a rodeo accident in 1987. His managerial excellence contributed to long-term improvement in efficiency and effectiveness of government. A public agency, LA Works is a WorkSource Center that provides a comprehensive system of training, placement and career planning services for job seekers throughout Southern California. LA Works also provides a wide range of professional services to businesses, including: On-the-Job Training Programs, Job Placement and Training Assistance, Internet Job Postings, Recruitment Services, Videoconferencing and Consultant Works. Based in Irwindale, CA, and with a Mini Career Center located at the San Dimas Unified School District Campus, LA Works was founded in 1976 as the primary public job training and placement center for residents of cities in the east San Gabriel Valley.
